Broad experience planning, organizing and managing business and government projects internationally as consultant, entrepreneur, and as a U.S. Army Officer. Over 18 years of international work experience in Germany, Japan, Tajikistan, Kazakhstan, Uzbekistan, Korea, Georgia, Armenia, and Azerbaijan. Experienced in business development, government liaison and client relations. Retired from the U.S. Army in 2004 as a Lieutenant Colonel with particular expertise on U.S. international security programs providing equipment and training. Fluent Russian speaker.
Head of the NATO Liaison Office in Georgia, and NATO Liaison Officer to Armenia and Azerbaijan. Leads a staff of 12 international diplomatic and local staff conducting liaison with government, NGOs, NATO Allies and international organizations to manage programs and to monitor and report in areas including democracy, human rights, civil governance, defense and security, and public diplomacy as outlined in the framework of the NATO Georgia Commission, Annual National Program. Provides advice and assistance to regional governments and to NATO HQ regarding the initiation and implementation of activities within the framework of the Euro-Atlantic Partnership Council (EAPC)/PfP, in particular the partner countries’ Individual Partnership Action Plans. Participates in public information and public diplomacy events on behalf of NATO.
