Language, Literacy and Numeracy Programme
>Literacy and Numeracy is to cater for the needs of job seekers whose literacy and numeracy skills are assessed as NRS Level 2 or lower. <br>>Basic English language is to assist job seekers whose first language is not English and whose language skills are assessed as NRS Level 2 or lower.<br>>Advanced English language is aimed at job seekers whose first language is not English with language skills at or above NRS Level 3. Advanced English language training may be of a general nature or have a specific vocational focus.
Course Content:
Subject to specific eligibility requirements stated below assistance under the Language, Literacy and Numeracy Programme is directed to persons of working age (generally 15 to 64 years of age) who are registered with Centrelink asunemployed and looking for work (that is, a job seeker) and who not are not full time students. Training under the Programme for all three streams is currently available to:>Job seekers aged 15 to 20 irrespective of whether they are on income support;> Jobs Placement, Employment and Training Programme (JPET) participants;> job seekers aged 21 and over who are in receipt of one of the following forms of income support; Youth Allowance, Newstart Allowance, Disability Support Pension, Parenting payment (single and partnered) who are generally participating in the Jobs Education and Training strategy, and Community Development Employment Project participants.Migrant job seekers not in one of the above categories can access basic and advanced English language training assistance (but not literacy and numeracy training) if they are: > holder of a temporary or provisional visa subclasses 309, 310, 445, 450, 820, 826, 850, 437, 781, 783, and 784; or> subject to the two year waiting period for income support and social security benefits. In addition, job seekers whose first language is not English and who are either citizens or permanent residents can access the advanced English language stream irrespective of whether they are on income support.Note:1. Any job seeker seeking access to basic English language training must have utilised 460 hours of their entitlement to assistance (of up to 510 hours) under the Adult MigrantEnglish Programme (AMEP), provided by the Department of Immigration and Multicultural and Indigenous Affairs.2. Eligibility is subject to change by DEST. In addition to meeting the above eligibility requirements all job seekers referred to the LLNP must be assessed as suitable toparticipate in the LLNP. To be suitable for training a job seeker is to be: > assessed by an LLNP service provider as being able to measurably improve their language, literacy or numeracycompetencies by participating in the LLNP; > assessed as having no potential barrier which could inhibit their capacity to achieve a measurable improvement in their language, literacy and numeracy skills; and> assessed as requiring a particular stream of training according to their overall level of proficiency (as measured by the National Reporting System); i.e.: basic English language - language skills training for people whose first language is not English and whose skills are assessed as (entry level) NRS Level 2 or lower; advanced English language - language skills training (with an emphasis on employment/vocational language skills)for people whose first language is not English and whose skills are assessed as NRS Level 3 or higher; and literacy and numeracy - literacy and numeracy skills training for participants whose skills are assessed as (entry level) NRS Level 2 or lower.
